Project on Strengthening Training Programme at Upazila Level for Creation of Employment and Self-employment





Project Implementation Period:

Date of commencement : 01 January 2012

Date of completion : 31 December 2016.

Location of the Project: 1. Fifty seven districts out of sixty four. Excluding districts are Rangpur, Kurigram, Lalmonirhat, Gaibanda, Nilphamari, Panchagarh and Natore.

2. 442 upazila of 57 districts. Estimated cost of the project : 9999.41 lakh. (GOB)

Beneficiary: a) Young people who can read and write Bangla. b) Age 18-35 years. c) Permanent resident of concerned upazila.

Objectives of the project:

1.  To transform unemployed youth into skilled & semi-skilled human resource through life skills/skill development training according to local felt needs.

2. To reduce poverty & unemployment by involving trained youth in self-employment activities.

3. To make trained youth self-reliant through individual/group enterprise.

4. To promote participation of young people in the nation - building activities.

Background of the project:

    Youth is one third of the total population in Bangladesh. As per existing national youth policy the age group of 18-35 years is considered to be youth. Youth are valuable resource for our country and they are playing pivotal role in the national development process. The world of 21st century is really the century of youth community. Because it's a world of challenge, opportunity and probability. It is a great challenge for the youth of present rapid changing globalization. Therefore, the youth need skill, knowledge, competitive attitude to face the challenging situation. With this view the project has the provision to equip the youth by various skill development training.

In Bangladesh context, most of the unemployed youths are poverty stricken  and live in rural areas. The specific target of this project is to arrange training programme for those youths according to their felt needs at nearest school, college, clubs premises without bringing them to the districts or upazila. So that they can be transformed into skilled human resources. As a result unemployed youths will be self reliant through taking small scale individual income generating project. Not only that youth will have ample scope to engage themselves in the self-employment activities at grass-root level. They can bring about revolutionary change in the local economy. It will be more effective to address youth problems as well as accelerate national development activities.

Impact of the project:

    During the project period a total number of 9,72,400 youths will be trained and out of them6,80,680 will be engaged in the self-employment activities. They will find avenue to earn money by utilizing gained knowledge in the productive activities. They will be self-reliant and their social Simultaneously, they will contribute to enhance the national economy through increasing the productivity. This will accelerate the positive change as well as help to reduce poverty in the society. Moreover, it will be helpful to create employment and self-employment opportunity for rural youths.

Activities:

Training & Self-employment:

    

The proposed project has the provision to impart training to the 440 unemployed youths every year in each upazila. The duration of training courses will be 7/14/21 days and the number of participants of each batch will be 40. The duplication of training will be avoided. Training courses will be conducted by the local Resource Persons. They will be given Tk. 500/- as honorarium for each session and everyday 4 sessions will be conducted. Training courses will be organized at clubs premises, school, college, Union Parishad etc. according to needs. The trained youths will be provided loan for undertaking self-employment projects. Through the proposed project a total number of 9,72,400 young women and men will be trained all over Bangladesh. Of them at least 6,80,680 youths will be brought under self-employment programmes which directly help to reduce the poverty in rural Bangladesh. By this project, the young people will not only be self-employed but the pace of economic development will accelerate in project areas.

Credit Programme:

    Revolving credit fund of Taka 16.74 core will be disbursed as loan to the beneficiaries and it will be recovered with a service charge @ 10% in declining rate for the received credit which actually stands only 5% eventually. An amount of loan for trained youth under this project ranges from Tk 5000.00 to Tk 25000.00. The credit disbursement and recovery procedure will be guided by an approved Manual of DYD. The credit fund will be utilized as revolving fund. For this purpose separate bank accounts will be maintained at every upazila.

Qualification of Loanees :

1. Candidate must be trained up from DYD.

2. Proposed self-employment project must stand the probability evaluation.

3. It has acceptability.

4. Proposed project must be consistent with the received training.

5. It is not allowed to receive loan from any other institution by the candidate or his/her application can be considered after realization of loan from any institution.

6. Applicant must invest at least 20% capital from his/her own assets.

Qualification of Guarantors :

1. Father/Mother or close relatives of the applicant who have two-fold assets against the received loan.

2. Government servants may be guarantors in respect of those who have no property, and in respect of his /her own children through his /her authority. Project management setup: 1. Personnel's includes in project management.

    The above committee sanction loan according to recommendation of Credit Supervisor (CS) and Upazila Youth Development Officer (UYDO) of DYD.

Support Facilities at Upazila Office:

    One motor cycle, steel almira, computer with printer and other accessories, computer table and chair will be given in each (442) upazila.

Functions of Credit Supervisor :

    The Credit Supervisor (CS) is responsible for organizing training and loan realization. He/She motivates the unemployed youths to receive training and credit for self-employment. He/She helps Upazila Youth Development Officer in selecting loan recipients, loan disbursement and realization.

Functions of Upazila Youth Development Officer(UYDO):

    The Upazila Youth Development Officer(UYDO) of DYD (at upazila level) is the key person to implement the project. The success of the project entirely depends on his/her personal initiative. Under the direct supervision of the UYDO all activities of the project will be implemented at upazila level. Therefore, selection of deserving candidates for training and distribution of loan is very important in this project. He/She will regularly guide, counsel and supervise the activities of CS. He/She will make bridge with local stakeholders, (UNO, NGOs, UP Chairman, opinion leaders), District Officers and Youth Training Centres of DYD for co-operation and other necessary assistance. She/he is also responsible to mobilize human resources, financial resources including Resource Persons, Guest Speakers for smooth implementation of training programmes/ income generating activities at grass root level.

Functions of Deputy Director/Assistant Director in the District :

    The Deputy Director /Assistant Director in the District office of DYD is responsible to supervise the activities of the project in his/her district. The success of the project mostly depends upon the initiative and monitoring of Deputy Director/Assistant Director in the district. He/she may seek guidance/advice from Project Director as and when is necessary. She/he will convene meeting very regularly with Assistant Director, Upazila Youth Development Officer to review the progress of the project and send report to Project Director.

Terms of Reference:

1.         The committee (PSC) shall oversee the progress in all matters pertaining to the inter-ministerial             co-ordination and co-operation relating to the implementation of project.
2.         The PSC shall recommend ways and means to further enhance the project
             performance and management.
3.         The committee shall meet once in every three months.
4.         The committee may co-opt new member(s) as per the necessity.
